Could be infected: If there is severe enough swelling to close the eye shut and if it is tender / painful, there could be an infection in the skin (cellulitis) which may need treatment with oral antibiotics. Ice can help reduce swelling, but it is probably not safe to use topical creams for burns near the eye without being seen by a doctor. What was the cause of the burn?
