Allergic Conjunctivi: You most likely have an allergic conjunctivitis that causes the itching. Rubbing the eye may feel good for the second, but it will make the aftermath a lot worse. The mechanical stimulation from itching activates allergic response significantly worse. Do not rub the eyes, use cool compress to feel better and see an ophthalmologist for further evaluation.

? Ocular allergies: Your description sounds like ocular allergies but other issues such as dry eye, blepharitis, rosacea, and other issues can present in a similar manner. See an eye doctor.
