Yes: It is not all that common but it does occur.

Yes: Yes, that can and does happen to some girls. However, the bigger question is whether there is only borderline control of her arthritis. If she is on sufficiently aggressive treatment, she shouldn't really have pain during or around her period. Discuss with her rheumatologist whether her therapy needs to be intensified. Ideally, she should be on weekly Methotrexate and a tnf-inhibitor (enbrel).
