Plastic v cosmetic: There is a great amount of variation in the types of procedures that plastic surgeons perform that range from congenital to acquired conditions as well as functional/reconstructive procedures. Given this range, some even consider in utero repair of fetal cleft lip (experimental) and up to 90 years of age. I believe you meant, cosmetic plastic procedure performed after maturity & age of consent-18.

Depends on Situation: Plastic surgery is a vast field that serves patients as young as neonates all the way up to the geriatric age group. Exactly what the “right” age is to proceed with a specific operation, may depend on exactly what operation is planned. There are some operations best done in childhood and there are some best done after physical “maturity” has been reached.
