Burns: Third degree burns either need surgery to heal or create scar otherwise. Either way scar tissue is unavoidable. Plastic surgery can sometimes improve or lessen scar tissue. Best to see a plastic surgeon to find out specifics.

Excised but replaced: Scars can be excised or removed but they will likely be replaced with other scars that are either less prominent, problematic, or can be better concealed in anatomic landmarks or in certain clothing.

3rd degree burn: Hello and thank you for your excellent question. A "third degree burn" refers to a burn that has injured the skin full-thickness, all the way down to the fat. Typically, the dead tissue will need to be excised surgically, and then reconstructed, usually with a skin graft. After the burn has healed, yes, the scar can be revised by a plastic surgeon. I suggest seeing a board certified surgeon.
