Tearing ligament: "pulling" a ligament probably refers to tearing a ligament also known as "spraining" your ankle.

"pulling ligament": Much like "pulling" a muscle, "pulling" a ligament may actually mean tearing of a ligament (partial or fully). Near your ankle, there are several ligaments that are commonly torn. The most common is on the outside of the ankle called the anterior talo-fibular ligament and usually happens when you twist or sprain your ankle. Hope this helps!

Usually: It means a disruption of the ligament or a tear in ligament. If painful consult a foot and ankle specialist.
