Removal : Typically a cyst or a mole such as described is removed under local anesthesia. General anesthesia is possible yet often not recommended due to the inherent risks of this type of sedation. Talk to your surgeon as to the best type of anesthesia.

Anesthesia : You can have any type of anesthesia you want, but it is excessive to have that for the lesions you describe.
