Referred pain: It's possible the pain is lumbar(low back pain) referred to your foot. Nerve pain can manifest in feet from pinched nerve root in back. If so, all the treatment for foot won't help.

Foot surgery: If your current surgeon can't help, please find a second opinion from a surgeon who does complicated cases. These surgeons would have have specialty training, possibly a fellowship, and can assist you with a plan of action.
