Dr. Jay Park answered

It seems your son had not developed anti-HBsAg (antibody to hepatitis B surface antigen) which happens in less than 5% of individuals receiving Hep B vaccinations, which means he is still susceptible to Hep B infection. I would recommend him to get revaccinated, 3 doses at 0, 1, 6 months and retested.
