For my hep b lab test, its states my hep b surface antigen was negative at 12 weeks and my antibody was positive at 12 week (vaccinated). can i rule out hepatitis b?

For sure you do not have hepatitis B. The positive antibody is from vaccination and shows that protection is 100% against new infection.

If you ever received the hepatitis B vaccine, and a follow up blood test result shows that you have hepatitis B antibody, then you are immune to hepatitis B, likely because of the vaccine.
