Since your creatinine is normal, your eGFR should be OK. However, if this was a clean catch urine specimen, the findings of 3+ proteinuria & rbcs indicates potentially serious glomerular kidney disease. A nephrologist should be consulted. Appropriate testing will be ordered&includes a.microscopic examination of the urine sediment, A 24 hour measurement of total protein, urine immunofixation

Different things, GFR is estimated and there are many calculators online, yours appears normal. However the presence of blood and protein in urine suggests glomerular acute damage and has to be investigated properly with the help of a nephrologist.
