This is a follow up question, we took my 4yr old daughter to the urgent care last weekend and they did an xray of the full arm. they stated she had a closed nondisplaced fracture of neck of right radius. ortho is saying no sign of fracture?

Assessing a radial neck on a 4 yo can be difficult. There is a growth plate in the area & urgent care staff are not the authority. I would assume they were concerned they may overlook something important and were cautious. If ortho says it is okay that is a good thing.
