If i go see a specialist will my primary care doctor get a copy that i went and saw them or get a notification? the specialist said he would send a copy to my primary care doctor?

Yes, that is the standard protocol. In some important cases, the specialist may call and discuss the case with the family doctor right away if he (she) wants to have some tests or procedure(s) done as soon as possible and then the consult report will be sent afterward.

Most likely and that would be standard as far as communication. However, due to lack of EMR interfacing many times communication is delayed or completely broken, with such reports having to be faxed or mailed.
