Blood test shows wbc count 12 e9/l , neutrophils count 9 e9\l and mcv 27.4 pg. i do not have any apparent symptoms of any infection. what could be a reason for these abnormal results?

Idiopathic leukocytosis is not rare and certain medication may cause that too. You should have it rechecked in 3 months just to make sure. You give us MCV which is low but no other numbers such as Hb, total red cell count so I can't tell if any relationship between low MCV and mild leukocytosis.
