Yes, you can lose weight by reducing your daily calorie intake without exercising. Of course without substantial physical activity you may have to severely restrict your food intake to less than 1000 or even 800 calories per day in order to lose weight. I'd rather you consult a dietician for advice.

Not a good idea for different reasons, exercise is essential in maintaining lean muscle mass, talk to your doc and most importantly keep realistic goals.

It is feasible to lose weight by limiting your intake of food drastically without exercising. However, a more healthy approach requires doing both. Joining a support group like Weight Watchers may be helpful.
