Give it a good two weeks from when your brother in law tested neg as sometimes the test can be neg but the person may have the virus in them- to be as safe for mom as possible. Also to take all precautions e. g. mask ,to be doubly sure. Hope your mom is vaccinated. good luck.

It is always best to play safe and wait at least 15 days. If there are no symptoms and your mother is in good health and has been vaccinated than a visit is fine. Because of her age all should wear masks and take all precautions.
