You are mistaking between v. fib and a. fib. Ventricular fibrillation (v. fib) means cardiac arrest and atrial fibrillation (a. fib) means irregularly irregular heart rhythm. Definitely, you did not have v. fib or cardiac arrest and a. fib is very less likely if you are asymptomatic and your heart rhythm by Apple watch does not detect a. fib.

Does "electric surge" mean electrocution? depends on the path between two points of contact and the strength of and time exposed to current. If an AC current passes through the heart it can cause ventricular fibrillation (not a-fib) which usually kills, you right then if not defibrillated. The current path creates a burn internally and the brain can be affected by foggy thinking. See a doctor.
