Spike of blood pressure during a panic attack or any stress is almost physiologic. In general, beta blocker should not be used in young person unless there is a reason, e.g. arrhythmia. The underlying condition needs to be controlled for preventing spike in BP, i.e. treating panic attack in your case with med(s) and cognitive behavior therapy, not using beta blocker to suppress BP and tachycardia.
