Hold On: Take it easy. You have several problems that are responsive to calmness and stillness. Why voluntarily add a body altering procedure to your life? It sounds like a tattoo is an arbitrary possible source of anxiety and stress, a symptom of restlessness, that is counterproductive to your well being at this time. Why not spend that energy learning to quiet your restlessness. Meditation, yoga?

No interactions: While there is no interaction with the diovan, (valsartan) i don't know if tattooing would trigger your panic attacks. In addition, you may want to purchase your own tattoo needle and ink to take to the tattoo parlor with you. Tattooing is a risk factor for hepatitis c infection as well as other health concerns.
