Inguinal hernia does increase the risk of angiokeratomas. However, you should see a dermatologist for ruling out warts.

Hernias are weakness in the abdominal wall thru which abdominal contents can protrude. Angiokeratoma is a very rare glycogen storage disease which gives bluish round growths anywhere in the body. The two are not related. You should see a dermatologist or Urologist as your speculation of having angiokeratoma is wrong.
