As in reply to your other question, this sounds like folliculitis, a minor kind of skin inflammation. It's often triggered in the genital area in people who save their pubic hair. Warts do not behave this way, and also are not reddened, as your folliculitis lesions probably are. But that's all that can be said on a forum like this. For definitive diagnosis, see a doctor, ideally a dermatologist.

They sound like genital warts. hair might be in between looking as if on the warts. Best bet see a Urologist for accurate diagnosis and treatment, for without exam it is not possibile to diagnose accurately.
