Most elective Ing.hernia repairs are routine surgery. The complications you mention are rare but may occur as no surgery is 100% fool proof guaranteed. It does not impair fertility or sexual function. Most are done with a mesh but it depends on the hernia and the judgement of the surgeon. Ask all these questions of your surgeon before repair.
