Possibly: A hernia is one of several possibilities, so if it persists you ought to have it looked at. A hernia generally won't hurt unless something is entrapped with its blood supply restricted.

Go see your doctor: A picture is worth a thousand words so i can only envision a fraction of the lump you're describing. Hernias will vary depending upon size & duration. New small ones are usually noticeable only when straining. Large hernias that have been present & ignored for a long time are typically pain free. Hernias that are strangulated (no blood supply) or incarcerated (stuck in place) are usually painful.
