The scrotum usually moves away from the body (hangs lower) when the temperature is warmer and moves closer to your body (retracts) when it is colder. This is the natural way to keep the testicles at an appropriate temperature for sperm production.

In warm weather the skin muscle (cremasteric is relaxed so the scrotum is not tight and the testicles hang lower. In winter it contracts more so the tesicles dont hang so low. I hope you recover fast from your Typhoid.
