My result for ecg was stress ecg: 1 mm upsloping to horizontal st-segment depressions. does this mean i have ischemia? what would be the best test to rule out ischemia?

Yes, the exercise EKG test is positive with those findings which mean you have coronary insufficiency so the next test will be coronary angiogram.
