Hi i was recently diagnosed with a hernia just below my bellybutton. doctors has referred me to the hospital to see what they say, she said they may not operate despite the fact that she said what is pushing through it is the size of a satsuma?

You should be referred to a surgeon, not to the hospital. We only refer patient to the hospital for an incarcerated hernia which is an acute condition. Ventral hernia is common and surgeon can fix it outpatient as an elective surgery (not an urgent or emergent procedure). Many people have ventral hernia and they do not want to have the surgery.
