Cervical arthritis itself is an unlikely cause of your high erythrocyte sedimentation rate, but both may have a common cause. This is a very high ESR; it is peculiar your doc isn't concerned with it, unless there is a confirmed cause -- for example, if your cervical arthritis is rheumatoid, psoriatic arthritis, etc. But if the cause isn't known, a second opinion would mak sense. Good luck.

Standard wear and tear cervical spondylosis/ arthritis would not affect sed rate, but inflammatory arthritis would elevate. Potential infection would be another cause. Get a second opinion.
