Your father’s bp is putting him at risk for a stroke, heart failure or kidney failure. Once these develop he can’t “take it back”. He’s endangering himself and his family. Keep trying to persuade

Confirming elevated blood pressures at his physicians office would be best as he might need to start treatment aside from lifestyle changes if elevated blood pressures are confirmed. Any type of exercise, including bicycling would be favorable as effect on blood pressure.

Agree with Dr. L. It is imperative that he take treatment for his high blood pressure. Hypertension is symptomless for a long time, once symptoms like heart attack and stroke come, the damage is irreversible. Treating hypertension is preventive.
