Mother-in-law (age 74) lost her mother 3 years ago and they were very close. she's still having one or more crying bouts every day. is this still normal grief? no one knows what to do for her and she's in denial and stubborn?

It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see a doctor and discuss if you she be depressed. Counter-intuitive as it may seem, exercise may help. Start with low intensity exercise such as walking and gradually increase the intensity as tolerated. Drink more water.

Grief is 1st & foremost. She needs help & support, whether from clergy, or a Clinical Psychologist with Psychotherapy or a Psychiatrist with medication. It would also be good for her to get a complete physical exam to rule out an illness.
