It is probably a benign cyst. Try applying a warm compress to the area. If it is not getting better then see her doctor .

Sounds like a breast bud, which can occur much before puberty and doesn't mean that her breasts will start developing soon. However, if she has other signs of puberty such as hair in her genital area, I recommend you consult with her doctor. If there is redness of the area, or the swelling is getting larger,or she has fever, please see her doctor as there may be infection. Also, apply warm compress.

She is undergoing puberty. The earliest sign of puberty is the development of breast bud, which feels like a nodule, cyst under the nipple. They can feel sore or tender but, usually improve with time.
