Time for evaluation: Failure to produce recognizable speech at this age is cause for alarm. In the US there are "Child Find" programs in cities where speech T language specialists evaluate these kids . You may want to start with his doc for a hearing evaluation & developmental screening. The sooner this is done the better the possible outcome.
