Speech evaluation : Depending on the age of a child, some of their speech may not be understood. A two year should put at least 2 words together for a sentence. You should also be able to understand 50% of their language. If your child isn't doing these developmental milestones then they may need further evaluation into their expressive (speaking) speech if their hearing has been evaluated already.

2yr unclear talking: Congrats Daddy on navigating the "terrible 2s". Your baby needs a developmental screening by her Pediatrician 1st to asses her development. Sometimes parents expectations may be higher than what is normal development. If her hearing is normal than you have done the best rule out. Now comes the developmental screen. Your Pediatrician will help coordinate screenings and consultations as needed.
