Sad issue: Any kid who is not saying words by 15 months and short sentences by 2 should be evaluated by their pediatrician for speech & language delay. Hearing is only a small part of the process but an important one. I would schedule a visit with his doc as soon as you can get in and start the process. This is not just a hearing issue.

By age 2 years: People talk by the time they are 2 years-old. If not saying words by age 1.5-2 years, a parent can take their toddler to an audiologist to check his hearing (if hearing is normal, an ENT doctor should not be needed). School programs should be available for kids with speech or hearing problems, from age 18 months upward. Kids who do not talk at age 3 years may be due to major neurological problems.
