No: At two, your kid should have dozens of words used on a regular basis.Only half would be easily understood by strangers.It is common for their understanding to be far ahead of their use of words in speaking, but they should be speaking more than you describe.I would seek out an evaluation at an ECI (early childhood intervention) program.Your doc can refer you.
