Urgent care: your better solution would be to see an urgent care doctor. They can examine it and determine if it needs stitches. These facilities are smaller and can better control the number of people in/out.

Depends: We rarely ever do anything to cuts within the membranes inside the mouth. If the cut crosses into the outside &/or gapes open at rest showing the flesh inside it likely needs to be evaluated for stitches. If the cut crosses the border of the outside lip & normal out side skin it will need to be stitched properly to line up the borders of the lip.
