my 16 year old has 3 red bumps on his top lip and a slight white film on his tongue and what looks like i don't know i guess a scratch on his tongue?

He needs to be seen: It could be local irritation from food or medication. At 16 he could be ingesting any number of things that could be irritating. If it bothers him then have him seen.

Get it looked at: This is one of those things we could guess at for awhile, irritation, abrasion, hand foot and mouth disease, etc but a doc would be able to identify at a glance. If it doesn't resolve, have him looked at.
