I travelled to france in feb. i landed back in cape town on 28 feb. i have not experienced any of the covid symptoms, but the government is calling for anyone who travelled to high risk area from mid feb to be tested. please advise?

Yes: If your govt is asking for all travelers to high risk areas to be tested, then I would get tested. At the very least, I would ask your personal physician what recommendations he/she has regarding your situation. Everyone is doing their best to prevent the spread of this virus, and the first step is identifying those that could be carrying the virus and not realize it.
