At 19 weeks on an ultrasound does a fetus with iugr appear noticeably smaller or only can tell by measuring the body? do they still look like most 19 weeks baby ultrasound photos

Typical IUGR,: the head is bigger than the body. If both are small could a due date error, or genetic issue.
