Can a fetus with iugr or any disorder measure at 6 weeks on an ultrasound, but in reality is 23 weeks gestation? how far behind can iugr babies be? plus if a baby is iugr does it still develop limbs at the accurate week? thanks

Doubt it: I suppose there are some birth defects like primordial dwarfism that may have such an pattern but not a normal infant. IUGR babies are small but develop arms/legs at the same time. The 6 wk fetus has flipper like arms/legs that are distinctive while those past 8 wks have recognizable digits & 12 wks are well formed.
