Neuropraxia: Yes, this is due to the fact the metatarsals are compressing the digital nerves. In response the nerves will stop conducting impulses temporarily this is called a neuropraxia.

Yes: Depending on the height of the heel and space available for your toes in your shoes, two nerves on the top of the foot can get stretched and compressed resulting in a temporary numbness of the toes.
