Not by itself: Anxiety does cause BP to rise, of course. But hypertension as a condition needing treatment typically begins as "labile" hypertension--high blood pressure than comes and goes. If an anxietry attack triggers persisting high bp, it should be reviewed by a physician for possible treatment.
