Yes: Tetanus boosters are given every 10 years, however if one has a puncture would like a bite it is a good idea to get one then.

Depends on history: Tetanus from dog bites is VERY rare. In a series of 8697 tetanus cases from India none were due to animal bites. It takes so long for immunity to develop from tetanus vaccine that if you were exposed you'd die before it worked, so if you've never had past tetanus shots,tetanus anti-toxoid would help more.
