Doctor can evaluate: If there's no illness... then to gain weight one must consume MORE calories than he is burning. Do this in a healthy way though. Don't choose junk food. Keep a well balanced diet and make sure you are getting all the nutrients you need. Don't cut out exercise, because exercise is very good for staying healthy. Weight lifting and other muscle building exercises can help a person increase body mass.

Evaluation: you need to check with your doctor to find out what may be causing your thinness (unless this is a family trend). For example, metabolic disorders such as diabetes & overactive thyroid can lead to weight loss as would be malabsorption problems. Once an illness has been ruled out, a dietitian consult would be the best bet. In general, medications are not used for weight gain .
