Dry soles of feet not itchy, red and swollen, i feel they always look a bit swollen? why? have used athletes foot.. still feel puffy hard. flat feet

I think you are on: the right track thinking that this could be Athlete's Foot. Making sure, probably by seeing a Podiatrist or Foot Specialist, might be your best first step. I can't tell from your question if your soles are also red and swollen or NOT red and swollen. If yes, a rare condition called erythromelalgia might be considered.
