Yes, isoelectric if: after the T-wave. Given that the T-wave is the heart muscle repolarization wave, most likely explanation=the dip is the terminal portion of the T-wave; i.e. terminal inversion due to muscle still in recovery. (Rarely, a U-wave may create illusion of a dip after the T-wave.) Terminal T-wave inversion, T-wave prolongation & QRS duration ≥80 ms. (delayed depolarization) are all c/w ischemia/fibrosis.
