Possible: If you have contacted chlamydia, other infections or suffer from endometriosis or have any other new gyn problems then it is possible. If none of these things have happened then new onset of tubal stenosis is not likely

Yes but unlikely: Unless a pelvic infection, PID or another inflammatory condition like tubal endometriosis, active colitis, ruptured appendicitis or other cause of diffuse peritonitis was to occur or to recur, the possibility for "tubes to block again" is probably quite remote.
