We're on the bone : Is it painful? If on the bottom a sesamoid injury or plantar plate injury is possible. If on the side a tight shoe could of been a culprit. If on top, it is possible a tendon is irritated......sometimes underlying tissue can be irritated without there being lots of swelling....

QUESTIONS: My questions are: how long? Gradual/sudden onset? Worse/better? Where exactly-side, top, bottom, "deep" inside the joint? What makes it better/worse? With such limited information, I will venture a guess of wear-and-tear degenerative arthritis of the joint. See a podiatrist for an exam and x-ray.
