I was in a supermarket today and a cashier was being a jerk shining the scanner into customers eyes. i am concerned . is this dangerous?

Usually safe: They use very low power lasers in those scanners so it shouldn't damage the retina but speak to the store manager and hopefully he will deal with the employee being such a jerk. If you can find out who produced the scanner in the store they can come by and check it if necessary!
