Scar tissue obstruct: Scar tissue can develop anywhere there has been injury including surgery. Typically nasal surgery does not do much in terms of apnea. Any surgery on the soft palate or airway/back of throat does. It make tissues more tense. Septoplasty can worsen snoring because it makes more turbulent airflow in nose. Snoring is not apnea.

Septoplasty issues: I'm not sure what your question actually means - a septoplasty is a procedure designed to improve airflow through the inside of the nose. Patients with sleep apnea have intermittant blockages of the airway passages deeper within the neck where the nose and mouth connect. Septoplasty is neither a treatment for or a cause of sleep apnea.
