Possibly: Your weak voice and pain could be secondary to coughing, smoking, infection, something going on in your chest. Seeing a pulmonologist for a second opinion would be a good idea. If what you have persists and nothing is found on examination consideration for a CAT scan may be warranted .

Vocal issues: ENT is a good place to start. It may be if you require further assessment seeing neurology or looking for reflux would be the next steps. All the best.
